The Hubert H. Humphrey Fellowship Program for the 2010-2011
The United States Embassy in Iraq is pleased to announce the annual competition for the
Hubert H. Humphrey Fellowship Program. This one-year, full scholarship program is for midcareer
professionals who have demonstrated leadership skills, a public service commitment, and the capacity to take full advantage of a self-defined program of independent study at a leading U.S. university. The program leads to a certificate from the U.S. Government but is not designed to deliver an advanced degree.
The Hubert H. Humphrey Fellowship Program brings accomplished professionals from the Middle East, Asia, Latin America, the Caribbean, Africa, Europe, and Eurasia to the United States at a midpoint in their careers for a year of study and professional experiences. The Humphrey Program was established in 1978 to honor the memory and accomplishments of the late Senator and Vice President, Hubert H. Humphrey. Fellows are selected for their
potential for national leadership and commitment to public service. The program provides a foundation for establishing lasting ties between citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world. Fellowships are granted competitively to candidates with a commitment to public service in either the public or private sector.

Eligible Fields/Sectors:
• Agricultural development and agricultural economics;
• Communications and journalism;
• Substance abuse education, treatment and prevention;
• Economic development; finance and banking;
• Educational administration, planning and policy;
• HIV/AIDS policy and prevention;
• Human resource management;
• Law and human rights;
• Natural resources. environmental policy, and climate change
• Public health policy and management;
• Public policy analysis and public administration;
• Teaching of English as a foreign language (teacher training or curriculum
development);
• Technology policy and management;
• Prevention of trafficking in persons, policy and prevention;
• Urban and regional planning.
A highly qualified slate of candidates will be selected by the U.S. Embassy in Baghdad and submitted for consideration by independent review committees in the United States. These review committees make recommendations to the J. William Fulbright Foreign Scholarship Board. Awards to candidates from Iraq and other countries will be announced by March 2010 for Fellowships during the 2010-2011 academic year.
Eligibility
To be eligible for a Humphrey Fellowship, applicants must have:
• A first university degree.
• Five years of substantial professional experience.
• Demonstrated leadership qualities and a record of public service.
• Limited prior experience in the U.S.
• Candidates should be proficient in both written and spoken English and should normally have a minimum Test of English as a Foreign Language (TOEFL) score of 525, or a score of 550 or higher on the TOEFL ITP. Candidates may also apply if they have a score of 6.0 or higher on the International English Language Testing System (IELTS) test.

The TOEFL exam is required for a completed application. In Iraq TOEFL exams are administered by AMIDEAST. For a schedule of TOEFL exams in Iraq you should refer to the AMIDEAST Web site at http://amideast.org.
